Jennifer Ferrera Schmid (President)
Public Member; Oakland Fire Department
Jennifer Schmid was appointed by Governor Brown to the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo, and Suisun on February 10, 2015. Ms. Schmid brings extensive administrative and maritime expertise to the Board. She has been a member of the Oakland Fire Department since 1999, promoting to the rank of Engineer in 2005. She graduated from the California Maritime Academy with a Bachelor of Science in Business Administration and Intermodal Transportation and is an officer in the U.S. Merchant Marine. Over the past 15 years, she has served as an instructor for the California State University Maritime Academy on several training cruises, teaching leadership and officer development to cadets. She has completed coursework at Long Beach State University for her Master of Science in Criminal Justice.
Ms. Schmid worked to develop a police and fire marine tactical group in Oakland to facilitate a more cohesive relationship between the two agencies. She has written grants and proposals for the fire department in which the union of police and fire agencies was instrumental. Ms. Schmid has been working with the non-profit organization, Police and Fire: The Fallen Heroes, since 2009 in logistics and served in the capacity of Board Secretary for 5 years.
David Connolly (Vice President)
Public Member; Sailors' Union of the Pacific
David Connolly was appointed by Governor Brown to the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo and Suisun on February 28, 2013. Mr. Connolly has been vice president of the Sailors’ Union of the Pacific since 2000. He was an operator with the San Francisco Bar Pilots from 1996 to 2000 and was an able seaman at Chevron Shipping Company from 1991 to 1996. Mr. Connolly is a trustee for the Sailors’ Union of the Pacific Welfare Plan, and is president of the Alameda Labor Council.
Captain George H. Livingstone
Pilot Member; San Francisco Bar Pilot
Captain George Livingstone, was appointed by Governor Brown to the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo, and Suisun on February 10, 2015. Captain Livingstone has been a ship pilot for the San Francisco Bar Pilots since 2008. He was a captain at Sause Brothers Ocean Towing Inc. from 1991 to 2006. Captain Livingstone is vice president of the Nautical Institute, London Branch and a member of the American Pilots Association, International Tug and Salvage Association. Captain Livingstone was a member of the Harbor Safety Committee for San Francisco Bay from 2011 to 2015, and is an author of several articles on current maritime issues.
Captain Joe Long
Pilot Member; San Francisco Bar Pilot
Captain Joe Long was appointed by Governor Brown to the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo and Suisun on February 28, 2013. Captain Long has been a pilot with the San Francisco Bar Pilots since 2008, where he was an apprentice pilot from 2007 to 2008. He was a tugboat captain at Westar Marine Services in 2006 and from 1999 to 2004, and at Foss Maritime from 2004 to 2006. Captain Long was a senior boat operator at the Scripps Institution of Oceanography from 1998 to 1999.
Liquid Cargo Industry Member; Tesoro Corporation
John Schneider was appointed by Governor Brown to the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo and Suisun on February 28, 2013. Mr. Schneider has held various positions for Tesoro Corporation since 2006, including single point mooring operations manager and northern California marine superintendent. He was a port captain at Golden Eagle Refinery from 2006 to 2008. Mr. Schneider was a ship’s officer at both the Alaska Tanker Company from 1999 to 2006 and at the Overseas Shipholding Group from 1989 to 1999.
Dry Cargo Industry Member
David Hoppes of San Francisco, was appointed by Governor Brown to the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo, and Suisun on October 7, 2016. Hoppes held several positions at the Matson Navigation Company from 1989 to 2015, including senior vice president of ocean services, and general manager of sales and operations manager. He was principal at Cargo Handling Specialists from 1985 to 1989. Hoppes also held several positions at the Marine Terminals Corporation from 1978 to 1985, including general manager, operations manager and director of safety. He was a loss-prevention specialist at the Pacific Maritime Association from 1976 to 1978. Mr. Hoppes earned a Master of Business Administration degree in finance from the University of California, Los Angeles.
Ex Officio Member; Secretary, California State Transportation Agency
Brian P. Kelly was sworn in by Governor Brown on July 1, 2013, as the first secretary of the California State Transportation Agency (CalSTA), a new agency focused solely on transportation which replaced the Business, Transportation and Housing Agency (BT&H). As the CalSTA Agency Secretary, Mr. Kelly serves as an ex officio member of the Board who, without vote, may exercise all other privileges of a member of the Board.
Prior to his appointment as CalSTA Secretary by Governor Brown, Mr. Kelly served as Acting Secretary of BT&H, where he oversaw 12 departments and several economic development programs and commissions consisting of more than 45,000 employees and a budget of $18 billion -- a budget larger than most states in the nation.
The new CalSTA portfolio remains one of the largest in the State of California. Its operations address the myriad transportation issues that directly impact the state's economic vitality and quality of life including public safety, construction and maintenance, and intercity and high-speed rail.
Mr. Kelly has been at the center of most of the major transportation policy decisions in the state of California for the past decade and a half, having served as chief transportation policy consultant for four successive Senate President pro Tempores.
Mr. Kelly was executive staff director for Senate President pro Tempore Darrell Steinberg from 2008 to 2012. He was executive principal consultant for Senate President pro Tempore Don Perata from 2004 to 2008, principal consultant for Senate President pro Tempore John Burton from 1998 to 2004, and assistant consultant for Senate President pro Tempore Bill Lockyer from 1995 to 1998.
